So people in those countries were primarily focused on a) surviving, i.e. the Chinese Civil War, and b) focused on industrializing with technology that was already present. There is no need to invent anything if you are going around adding running water to villages. Most people in Mainland China didn’t have a TV until the 1990s, to give you some context on what life was like there.
