Literally don't let people board trains unless they have a proper fare. We can enforce security checks and even pay people living wages to enforce the system. Again when countries like mexico are vastly improving transit and leaving the based USA in the dust I think some things can change.
For rails and the other issue this has been the big issue. Republicans are happy to be tough on crime but they hear mass transit and scream socialism. Democrats love mass transit but dare you say we need security and safety and they accuse you of racism its all so tiresome.

Israel's war in the Middle East, and them getting the US to attack Iran, has utterly fucked the global trade system and negatively affected Americans of all stripes. When they look for a scapegoat, they'll be looking for the folks with round, black caps, especially since Israel encouraged America to attack in the first place.
Never mind that the main proponents of these things mostly want them as a way to vicariously control people they don't like.
Public transit sucks so hard because the people who might pose reasonable solutions have long given up on it, and the people who have to utilize it or want it for others insist that it should be fucking miserable to use.
