I have a theory on why they do this. Even ambiguously loli characters are depicted very differently from characters like Kanna from Dragon Maid. The reason they group them together is because if you can classify everyone as a lolicon, nobody is a lolicon, and they can't be criticized.
Objectively there's no incentive for someone who likes Tatsumaki from One Punch Man to defend toddlercon. If you can represent them as the same interest group, you get much more support while allowing the truly degenerate stuff to get by scot free.

If they do have any of those, they have massive amounts of cognitive dissonance. They're willing to call out the "antis" as pedophiles right after posting a NSFW pictures of a loli character. For those who don't wish to see them (rightfully so), they all include the loli calling the man a pedophile, or the man (or loli) saying something about child porn, some also include the "MAP" flag. Some images also include the afformentioned red schoolgirl backpack and rape whislte. Many lolicons get off to the lolis in their pornography calling them pedos, it's like a humiliation kink of sorts.

I saw this for the first time in the wild on the 4chan VT board. It was a fetishistic scenario of sorts (only about 1-2 sentences) where the poster imagined a loli vtuber, who despite being a known hag in real life, was calling the reader a pedophile in a sexual scenario. Bizarrely, several other posters found the situation to their liking.
It's all very reminiscent of that one vtuber Harmful Opinions exposed who made sexy ASMR scenarios that involved calling the listener a pedophile. While I don't recall them being some pillar of the lolicon community or anything, the whole reason Harmful Opinions looked into them is because a lolicon vtweeter recommended them.
From my brief skimming I was shocked at how many images outright stated it. It's one thing for that content to be hosted on some dark corner of the internet, which is already bad, but Gelbooru approved those posts and keeps them up to this day.
Edit: That Diana image you posted I believe was drawn by Blue Borscht. I posted about this previously but his OC (he has as his profile picture on Pixiv) has a ref sheet where it states she was sexually molested since she was 2-3 years old. That isn't flowery backstory for a tragic character, the ref sheet also has the person molesting her, and the character is described as being 7 currently. I truly can't imagine what levels of depravity one has to reach to get off to a character being molested before they're even old enough to form coherent sentences.
