I helped build a few second story decks when I worked construction and it required very heavy boards and the most skilled people we had to install everything, I find it very hard to believe this is legal without actually being experienced or having help from a contractor/carpenter etc someone certified for this work, especially considering he's running a fucking airbnb. I was reading an anthology the other day and there was a quote in Jim Butcher's bio that really drove home to me how insanely lucky Pat got with his deal, which makes it all the more comical he's basically wasted it since:
Pat's logic of changing a successful existing business model to chase a theoretical customer base that may or may not actually exist is how you end up with the state of modern gaming or movies, which tried the same thing (changing the existing formula to pander to women/niggers/casuals etc) only to drive away their original audience without gaining a new one.
