I'd bet it's on contingency. That's how civil rights lawyers usually work because most of their clients are indigent and of a certain demographic. They can come to any arrangement they like, though, and it's possible Rick paid an asshole tax.
If you were talking fair market value for legal services and were actually paying for it, like the City would be if Pat won at trial, I doubt you'd be looking at anything less than six figures, for a fair amount of motion practice and taking it all the way through discovery, summary judgment motions, and ending up on the eve of trial.
Since I find it highly doubtful that Rick would have been able to afford fair market value for this representation (which has been pretty good to get a joke of a case like this to the eve of trial), it's probably contingency and he's paid nothing or near to nothing (perhaps Rick has had to cover costs).
The settlement can do pretty much what the parties agree to, though.
