It would be an interesting humanitarian strategy, to convince them to load all of the women and children into the power plants, then bomb something else, leaving the human shields safe for the moment. Idk what's actually going on, but the idea is intriguing.

I'm definitely surprised that the protests before the air campaign began didn't end up balkanising Iran like they did Syria. The state did chimp out and gun a lot of people down, just like in Syria. The state of their economy is even worse than Syria's was in 2010-2011. And yet, nothing happened.
Completely different situations. Syrian Separatists were always there, but the same conditions that lead to the rise of ISIS gave them a huge boost in power and recruits. The Syrian civil war was more like the US Civil war, the rural western part of the country going to war with the urban east - but the population disparity wasn't as wide, and foreign aid showed up.
Basically a lot of Good Ol' Boys out in the mountains away from the watch of Achmed Law - lots of guys who can get their hands on an AK. And most of the early "Free Syria" was out in those boonies with limited state control.
The Syrian Army was also not unified. there were "ethnic units" and most of these defected to the Rebels early.
Iran is mostly urban bugmen, disarmed and cucked since even before the IRGC took over.
As @BigJoey41X points out, Iran's borders are more-or-less natural instead of imposed so there is less ethnic strife; the demonstrations weren't an ethnic war masquerading as anti-government. The people were completely cucked and disarmed with no weapons to resist, and the IRGC had pulled in Iraqi fighters early on to massacre them. the IRCG units were also rigorously indoctrinated; none of them were going to turn for the protestors because "their people" wouldn't be among them.
tl;dr: Syria's resistance was armed. Iran's was not. Lynch any leader who wants to disarm you.
Could just be a sheer numbers/size thing. Syria isn't as big as Iran, and it didn't have multiple proxy groups that it could call up for emergency mass suppression.
Despite being ethnically diverse, Iran has remarkably historically avoided the typical inter-ethnic strife that plagued a lot of nations, the modern borders of Iran has more or less stayed the same for the past 150 years, the modern borders of Syria is pretty much a colonial product born after WW1 and the dissolution of the Ottoman Empire before becoming fully independent after WW2, the previous Assad regime previously had to use a lot of heavy handed force to suppress the internal ethnic and religious divisions that had been bubbling for decades before finally exploding in 2011.
Iran never really had to do that, or at least to the same extent and brutality as what happened in Syria, the ethnic groups of Iran are broadly fine with living in the same country, and have been for hundreds of years even before the modern borders were formed, while Syria's borders are an artificial colonial byproduct.
You can pretty much stop at "Iran's borders formed more or less naturally, Syrias were imposed by France". But even then, Iran still has to deal with Kurds, Balochs, Some other northwestern group I forget (I don't think its pashtuns) separatists who do effectively run fiefdoms and blow stuff up from time to time (part and parcel you know). Its not all sunshine and nightsticks, but the restive minorities are vastly, vastly outmatched and out powered.
Iraq has 3 principal ethnic groups, none of the others had enough power, and given that if any two of them teamed up they'd be able to genocide the third, its kept them in a Mexican stand off.
