The key with so many frauds is you can get away with it as long as everything is going up - the problem is once you're on the fraud tiger you will find it very hard to dismount cleanly.

Nobody cares if you borrow $400k against a $200k house via fraud and it goes up in value to $600k.
This would exactly be Greers problem as we saw with ViaTron. He cannot ever quit when he is ahead. Hell, he does not quit even when he's behind.

Most banks have contracted appraisers do desktop appraisals for every property they lend against, even for shit like HELOCs. Its much harder to over borrow on real estate than it used to be. I have seen this done more frequently nowadays with vehicle loans, but you better have low Debt to Income if you want to try that route.

It'd be easier ( and more illegal) to just see if you can social engineer the banker and fakeout the underwriter with phony statements and pays tubs and hope you can get an override on the lack of credit history. Though I'm sure there are services that will make phony reports to the bureaus to spoof credit worthiness.

Its alot of work though and he could much more easily become somesort of pathetic pimp if he'd just save his cash and tried the duplex or quadplex idea you mentioned.

You're thinking of the sort of landlord that's running broadly in compliance with the law. Anywhere with a decent proportion of the workshy, addicts and petty criminals has plenty of cash rentals. You don't expect the property to be up to code, they don't expect you to give your real name for a credit search, which they wouldn't know how to do anyway.
Russell is teetering on the edge of this part of society and if he crosses the line things will get really interesting.

Then he could use that Mile High Neon name again. Especially if he uses a bunch of neon signs to really class up his hillbilly high rise.

Russ’s problem is he cannot ever accept that unspoken agreement. Anyone that dares rent a crack den in a no questions asked cash deal will find themselves extorted and sued for any code violations real or imagined. Schaefer was basically one of those below boards landlords. How’d that work out for him? People will rent to drug dealers. They have money and don’t want to cause problems or attract unwanted attention. But this wannabe whoremonger? There’s only so many really stupid landlords in a given town.

I think he's still a ways away from 'reject on sight': The corollary to a landlord not doing credit/background/income checks in exchange for cash up front is that the main way for slumlords to know bad tenants is word of mouth, and that takes longer to get around. Combine that with Russ withholding rent for most (all?) of his time at Schaefer's condo and he's probably got a decent amount of cash on hand. An unusually large security deposit in exchange for not asking questions sounds like it wouldn't even be unusual in these circles. The only question is whether he's dumb enough to talk about the details of his eviction with the new slumlord.

There's always a guy who knows a guy. Or maybe your buddy overdoses so you just take over the room. You'd be surprised how many Section 8 places have a chain of sub letters renting from sub letters who know a guy who knows a guy that's actually in receipt of the voucher, well, his grandma was and she's dead now and of course nobody told the authorities about that little detail.

I think you are missing some major pieces of the Russ Saga. The Eviction and the Viatron Extortion attempt intertwine. Disregard what he says in his filings. He was not withholding Rent. he wasn't getting paid because he had stopped working in anticipation of getting his $20,000 $200,000 $20,000 big money payout for some bizarre ADA slight. he isn't flush with cash. He didn't get paid. He's not even getting unemployment because the way shit went down with Viatron they say he no showed, then resigned. Greer has no secret stash of cash. He has no "Business Accounts". He's living in his car. Which he bought in January using his Student Loans (yes this IS unquestionably Student Loan fraud. WHich probably makes declaring this fact in a sworn court filing a bit of an oopsie).

You can buy a camp building that looks eerily like that bottom picture and is basically abunch of stacked trailers, in fallout 76. Suddenly i'm getting the horrifying mental image of greer getting one of those and setting up his own creeper rp brothel in the woods in fallout 76 and ending up with a bunch of tranny sinseer types who convinced him they're hot vegas hookers, ending with him threatening to sue bethesda after his camp gets destroyed by a wendigo or a sheepsquatch, killing his 'girls' and fucks up his looney personal brothel

I could absolutely see him doing something like this and he'd never live it down. I have to admit i'd love to see him trying to sue bethesda so that we end up seeing actual legal paperwork that says russell is angry because a sheepsquatch destroyed his trailer and killed his hookers. You don't advertise, not the normal ways we think of it. It's all word of mouth and tribal/familial/personal relations.

It's quite similar to how you can have jewish communities with their own legal systems, or sharia law, (perhaps even mormons?) or other extra- or quasi-legal bodies.

In this case you have "customers" who want to involve the law less than you do, and they move on if they don't like the deal.

It's actually terribly powerful when it works.

I can't speak for Nevada specifically, but in a lot of places boarders aren't afforded the same rights as a tenant occupying the entire unit. Even in fairly liberal jurisdictions someone renting a room in the same dwelling unit the landlord resides in can be evicted fairly quickly. If the "landlord" is renting the unit and subletting rooms, getting rid of the boarder can be an even faster process than usual depending on how unauthorized occupants are handled in that jurisdiction. In some cases the landlord can be compelled to evict them for violating occupancy limits (Jeets subletting a 2 bedroom apartment to 12 people, for example)

Extended stay motels are even lower on the rental food chain and usually the last stop before the street. In most places they're not governed by tenancy laws at all, it's simply a matter of contract law and the manager can very quickly have someone removed for non payment or non compliance with the rules. As soon as the contracted-for number of nights is up, without further payment you're out on your ass.
