That’s not true at all. Territories had a really hard time becoming a state, facing opposition, and slavery compounded the issue. There was debate about whether new states should be equal to the original colonies, and ultimately the Constitution does allow for unequal states, though in practice this never happened. Hawaii and Alaska in particular were never intended to become states, only becoming so long after WWII.
