Point 1) You don't send your ships to international waters. That's a recipe for getting wrecked but the world's #1 navy like we just saw today. If you want your navy intact, you put them in 3rd nation ports. But if you do that, they aren't doing you any good. Why do you give a fuck if the government that replaces you has a navy or not?

Dispersing their ships around at least give them a chance, and the German commerce raider strategy of WW2 had to be disproportionately combated with large resources, U-boats were cheap and needed convoy escorts with aircraft carriers and battleships in order to be properly neutralized by the end of the war, I know satélites and radar are a thing, but you'd still need to send at least submarines hunting down several frigates and missile boats roaming about the Indian ocean, which isn't small, that takes time and takes tomahawk launchers out of Iran's back, better than to have them burning in a port uselessly.

Point 2) they can't. They don't have enough launchers. You always have more bullets than guns. Also if you blow your wad on Day 0, you have no leverage in peace negotiations. Missile Launch Detectors (MLD)s themselves are basically IR cameras that just let the pilot know there is a missile in the air, and approaching.
This works against any kind of missile with an exaust (all of them, even unguided).

Radar Warning Receivers (RWR) is what lets you know someone is pointing a radar at you.
This works against both active radar guided missiles (i.e. radar in the missile warhead) and the launch/detection platforms themselves.

We also don't know the angle or distance the Kuwaiti FA-18 was at when it fired upon them, etc.

These are all things that would be excellent for Israel's security situation, the Syrian civil war did not spill over into Israel, there was maybe a couple ISIS attacks that occurred for which they quickly apologized for. What it did do is completely neutralize the hostile Assad regime, and when he was finally toppled they obliterated their remaining air force and air defense and continued to bomb the 'moderate rebels', a weak regime is far more preferable than a powerful government with a Muslim population. Also what's the issue with a refugee crisis, Israel doesn't receive refugees from these wars, you can just send them to Europe.
Not to mention that regime change in Iran is fantastical at this point, no serious geopolitical analysts even see it in the cards, the Trump admin purposefully avoids saying 'regime change'
