Because they have to pay for that Pipeline and the US has engaged secondary sactions. This means if you are a bank and do business with Russia, you are banned from using SWIFT. This means no proof of deposits, not access to banking wires.China already wants Russian oil and the infrastructure to bring it in is there. Can you elaborate upon how sanctions from the west will interfere when these new pipelines are probably only gonna run through China, Russia, and maybe Mongolia?
Trump has also been more aggressive about "I'm not touching you" games with Russia's oil. India's state refineries have stopped taking Russian oil, china is now refusing Russian tankers. They are justifying ongoing pipeline imports under "preexisting contracts" (just like our Stalwart European Allies when they continue to buy Russian oil) but the fact they feel a need to justify it at all indicates they are feeling pressure.
Now, once Russia is done getting buttfucked in Ukraine and has to try to pick up the ruins of their economy? You bet your sweet ass China is going to juice the Rooskis for all their fucking worth and then some. Multiple pipelines will be set up very likely.
And yet they arent' working together are abandoning memebers left and right. Funny how that works.It was never an alliance. Just a mutual agreement to work together because both of them shared the same enemy.
