Yes, I knew there was Black in the titleTried looking it up, and I got Darker than Black, which I hear was fantastic until it shit the bed in the second season. So you're likely not the only one frustrated by settings that go nowhere.

It seems this is the correct conclusion, though I admit I also thought the voices were coming from the fish at first. I had to do some reading afterwards to understand that the ocean itself was alive and trying to assimilate the rest of humanity into itself, with the fish being a tool to secure its victims.My thought was that the ocean itself was a hive mind looking for more victims and information on the black box would reveal that there's nothing down there but eldritch bullshit and warn off any future would-be victims. The fish was just an extension of its will.
