Then they took over the state department so they could do whatever forgien policy was best for them, all the real decision making happens there and congress hell even the president and judiciary cant interfere with a US Diplomat on official business, they are seen as they physical embodiment of the US as a country policy and have full plenipotentiary powers
they can sign treaty's that will never been seen by the public or acknowledged by the Government as existing, they can cut deals, intimidate, threaten, hell they can order military action.
