I believe the explanation is more simple than this. Many agitators stream their videos directly to social media, so there is no intermediate high-quality local copy. The only copy in existance is the low bitrate version meant for a spotty LTE connection. The tactical value for doing this is the video won't be lost if the device is seized by authorities. The brain rotted libnigger reason is they get more upcummies on their social media for live streaming the action in realtime instead of uploading a pre-recorded video 8 hours later.
When the police are told to stand down and allow the destruction I doubt insurance will cover the damages especially in Minneapolis after the Floyd riot destruction. I'm surprised insurance co.s still even write policies there. No doubt there's a ton of outs for them.
