They realized that Africa is full of these primitives who are just as likely to steal the money and material you're sending them as to actually use it. The Africans also have a bad habit of destroying or letting critical infrastructure rot instead of maintaining it, which defeats the entire point of the loans China was giving to many of these African states.

You can’t have the continent springboard into developing 2nd world or 1st world phase so as long as the blacks do as they please.


It seems the only way to get Africa to be on the track of modernization is to have a semi-benevolent dictator who is smarter then the rest, doesn’t horde all the income for himself and actually uses the money to build, and who when he tells them to jump they ask “how high”, aka Rwanda.

It's also possible that in the scuffle and flailing and momentary confusion that Pretti reached or seemed to be reaching for one of the agents' weapons. All things considered, dude had a gun on him, jumped in to help that other arrestee off the ground or whatever, and then was resisting arrest himself. FAFO.
I think most plausible scenario right now is the officer picks up the weapon from the ground, probably mentions that he has secured a gun, others mostly just hear the "gun" part, and then Pretti instinctively checks his now empty holster which looked like he was going for another weapon, and was then mag dumped.

Well ICE is fucked. I'm not a doomer but that's clearly the gun of the man who was shot, and this was taken before he was shot. The officer carrying the SIG away can be clearly seen in the first video that was released of the shooting. Unless the guy was double concealed carrying and the DHS has somehow not mentioned a SECOND gun, ICE just shot a man on the ground after taking his weapon.
