See the bit in the middle, "but upon probable cause" that's the qualifier. Once the government suspects a crime is being committed then anything they do is no longer unwarranted. The government knows it has a hoard of illegals living in the country, people who by definition have committed crimes, justifying action. Some they have documentation on, like an address or bank info, some are total ghosts. But either way the government has reason to search every residence in its effort to bring every one of them to justice and deport them.
