Does the Congress have the authority to revoke the statehood of any of the several States (say, Minnesota) and reduce them to territory status?

No. But Congress does have the authority to declare a State to be in a state of rebellion, revoke the right of Habeus Corpus and Possee Comitatus and instruct the President to bring it back into compliance with federal authority by all means necessary.

Its essentially a declaration of war, but since its against a constituent member of the Union its not technically a war declaration. But its still bad news for the targeted State. The last time this was done was to retroactively support Lincolns decision to summon the national army, and to also direct him to arrest the governor and legislature of Maryland and put that state under martial law.

The Federal Government has even gone so far as to send in troops to burn state capitals to the ground in States that really pissed it off.
