I've never heard that, but back when Obama was trying to get his start in Chicago, the black pols and voters rejected him for running as a Kenyan exotic, not as a black man—a different race, from the opposite side of the continent that black Americans come from. He cynically married Michelle to mitigate that. (She's not a dude, just very unsexy. Obama showed some real willpower there.)

I'm a little late on my edit, but a large of part of it is the inability to hire enough physicians because the American Medical Association wanted to avoid a "glut of doctors" which would result in them not being able to have as high of salaries. Without the ability to hire enough doctors, the only option is make sure they run the doctors they do have as efficiently as possible which results in the current health care system in America.
It's a mix of why we can't find a doctor without a swahili or indian or chick name. I have to shop around for white names. Not that many for a long, long time now.
