What happened is Verhoeven wanted to make a bug-alien sci-fi film. He was told it resembled Starship Troopers, so he licensed the material. Then he read the book and decided to make an anti-war, anti-fascism film using elements from the book. Since he's Eurotrash and the book criticized the kind of society he lived in, he missed the point of the book that it's a government run by earnest people instead of communist bureaucrats. To Europeans, anything they dislike is fascism.
