This was 100% a bluff to try and get Nick back in his corner, that's why he set the goal unrealistically high. He does have something on Nick (how damaging it is is debatable), knows Nick knows he has it, and expected Nick to call him up and apologize live on air. Nick, even in his current state, is one of Ralph's most stable and successful allies. Losing him would be devastating.

Unfortunately, Nick doesn't care about Ralph as much as Ralph cares about Nick and doesn't mind the bridge being burnt.
