well, the only reason why he would put a costume on is for money, so I can see him trying to use it to trick people for cheap donos.

I really don't know why he even tries to do a Halloween event. he admitted in the past he doesn't like the holiday. What would that even be though? Like a fat suit? The reason I can't think of anyone else but Hogan or Trump is because they are clearly defined, easy to pull off, and "topical". And Trump or Hogan would also be extremely tired by any normal person's standards, which is right up Phil's alley.

I don't know what dressing up as PPP would even be.
