They can also be sold to individuals, donated to the military or be sold internationally. During the second year of the Russia/Ukraine war some police precincts were selling their confiscated guns to Ukraine through some kinda of government weapons exchange program. I'm not sure if federal police are the same as local but I assume it's pretty similar.
