Just a thought: as Canadians, our healthcare is provincial. That means to get her immediate "good" healthcare, she will need to actually live in Ontario.

Not to say she won't lie, but docs in Ontario would be VERY suspicious of someone in Cornwall using the emerg in Ottawa frequently if she kept Smee's address. For what I understand, if Chantal health card is from Ontario and she moved to Quebec, They may not accept her card and she may have to pay cash. If her new address is in Quebec, she will need to get a Quebec health card and driver's licence. She could not use Smee's address.

I think that she will move to Ontario for it. I am sure someone can confirm this about using a card from a different province.

I think that her mother found the flat and cosigned for Chantal. The landlord might have gone after her mother to pay for breaking the lease.

I suspected this as well.

Most landlords wouldn't let someone like Chantal fart into their flats, annoy all their neighbors (the house had intense noise rules she and Smokey no doubt violated) and leave the place filled with dollar store crap and cheap furniture not worth reselling, all while handing them back ALL their rent without consequence.
