I can't agree. Community wellbeing and vigilance is good, but leaving the law in the hands of a community descends into mob justice too often. The Old West had it right, one guy minimum with legal authority and training guiding the normies to the proper execution of justice. Otherwise the town handles its own business. No system is perfect or free of corruption, but that one worked well.
