We just lost a major war 5 years ago, so what we are seeing right now is the kneejerk reaction to losing a major international war. This mirrors what we saw in the 70s and the 80s. Now back then the US military had a DRUG problem, a VERY serious drug problem and i make the argument that had Vietnam never happened, we would not have the drug culture that we have in the US. So a big part of the reforms we saw post Vietnam were cracking down on the drug use.

I mean yes, by definition a group colluding together to commit a crime is a conspiracy and a conspiracy that has yet to be tried and proven in a court of law is a conspiracy theory.
