Yeah the writing has unfortunately never been the series' strong suit, as much as I love 1 it doesn't explain things very well.Either way the story of Bayo in general is very messy, even in 1 motivations are a bit more convoluted than they probably should be for an action title.
Also sadly true. 1 sets them up the most with the obvious indication that they've become fond of each other by the game's end, but then 2 comes along and turns Luka into bumbling comic relief who barely does anything, bizarre decision there. There's the excuse that each game takes place in a different universe (which I maintain is a dumb retcon) but the switch up on their dynamic between 1 and 2 really screwed things, that and the "save Jeanne" plotline are what made all those idiots think BayoJeanne was canon. But I think the bigger issue is they don't develop their relationship at all after the first game. The first game has them start off as enemies and towards the end there's a nice scene between them where Bayo remarks how reliable Luka has become and of course he helps save the day more than once.
But in 2 he's flanderized to be a klutz, his development as a character is completely gone and Bayo literally kicks him into space team rocket style as a comic relief bit. 2 and 3 undermine everything 1 tried to setup but then at the final moment pretend as if they had been growing closer.
Then 3 trying to push that they were always destined to be together with the multiverse shit really just made the whole thing a mess. I like Bayonetta and Luka as a couple, but I can't defend how horribly written their relationship is in 3 or fault others for not liking it.
Kamiya fumbled Luka so hard. Him being part fae was an absolute asspull that was never once hinted at prior to 3, he was always meant to be a regular loser of a guy in contrast to how amazing Bayonetta is. So many of the pointless segments of Viola chasing after Luka could've been replaced with actual development for him and/or more moments between him and Bayonetta to make them more believable.Luka's writing in 3 is perplexing in general, a throwaway line about fate in the first game has been recontextualized to be his entire character, saying how he's destined to chase after mysteries or... something??? And Origins really doesn't help clear up anything about Luka's new retcon to be a faerie. Luka as far as we knew, was human. His father was his main motivation in the first game, until he found out the truth.
