To be fair, Ukrainian law suspending elections during wartime precedes his time in office. I looked it up, apparently the constitution only discusses parliament, but a 2015 law essentially suspends elections and other democratic processes during war, and he was elected 2019. Ukraine's not unique here either; I think the US is more of an outlier, we literally held elections during a civil war where half the country was trying to secede.
