According to that VOD he does have a Laptop - it is probably the one he was streaming on in the middle of the night on one of his Japan trips. So it is well capable of managing paper work... and even playing N64 games, modded at that. And even if that wouldn't suffice he could sell his PC parts and old consoles / games and would probably amount enough money to buy a brand new laptop and be set for a few years. It is not like he will have spare time to do anything with his games and what not next to his minimum wage job that forces him into dozens of hours of overtime each week.
A lot of laptops and computer equipment are way overpriced and feels like they are years behind. Going into Yamada or BicCamera, all the laptops are really shit and the computer parts are extremely overpriced, even in Akihabara. It is cheaper to order from the states and have someone ship it to you.

I haven’t tried, but to his credit because he claims to be a speed runner, I’ve read bits that the Switch/2 N64 emulation leaves a lot to be desired. Either way, video games (especially shit he’s played tons before) should be the last thing on his hit list when making such a drastic life change, but such is Chibi.
