This is basically normal let me explain the difference between District Judges and Magistrate Judges. District judges are appointed by the US President and approved by congress. Magistrate Judges are appointed by District Judges, and basically a Magistrate Judge performs all the basic duties of the court as kind of a junior judge whose time is less valuable. Any big decisions have to be signed off by the District Judge, stuff like dismissals, injunctions and amending complaints. And either party can appeal from the Magistrate Judge to the District Judge. Decisions by the District Judges hold more weight and are usually more thoroughly argued and considered. This means District Judges are generally pretty busy and therefore slow to make decisions. The District Judge still hasn't ruled on the injunction even though it was an entire month ago.

That being said I do kind of suspect the District Judge is being slow on purpose to try and let this case cool down a little bit and to signal to both sides to calm down a little bit. It is a bit unusual for there to be this much slap-fighting and the Judge would rather not deal with it and would rather the lawyers work it out on their own. That being said I don't think that strategy will work. If I were in his shoes and I knew everything about the parties I do and I wanted to cool this case down I wouldn't grant the injunction but I would grant the TRO and make it so neither party can talk about this case.
