It would require a constitutional amendment. The Constitution and precedent is clear. It's absolutely absurd that this is even a discussion. The President should absolutely not have the ability to redefine citizenship or unilaterally have the ability to strip people of their citizenship. I don't see any scenario where the Supreme Court allows this to occur. Mind you, I am not even against the idea that the qualifications for natural born citizenship should be changed, I'm absolutely open to the possibility depending on the proposed changes, I just don't think the President should be able to do it without Congress.
