Uruguay's in Latin America, just south of Brasil, and it's known for its progressive laws regarding trans people. It threw its hat in the ring as early as 2009, if I remember correctly. Here's an article in english that walks you through some of its milestones.

I'm not sure why Uruguay would be safer than the US (the article even compares them as safe havens). My guess is that it has nothing to do with safety and more to do with the exchange rate working in their favour (and maybe a bit of Trump Derangement Syndrome).
