You buy a passport for some nation that doesnt have an extradition treaty with the country youre committing crimes in. You do a bunch of illegal shit, then when the lawman comes you flee to that country. Since you have a passport they let you win without too much of a fuss (no need to ask for political asylum). Now Romania might try to ask for your extradition, but Vanuatu doesn't have to honor it. And often they decide to just not give up a citizen out to another country.
Don't know why he "cheaped" out of the escape route though. If he got on the plane to Vanuatu he could've gotten away fine.

No, he has not been arrested. He got a fine and got his drivers license revoked for a measly 120 days.
 
The law was applied fairly. Once you are caught speeding with 70 kmh over the limit you have your driving license suspended.
