You buy a passport for some nation that doesnt have an extradition treaty with the country youre committing crimes in. You do a bunch of illegal shit, then when the lawman comes you flee to that country. Since you have a passport they let you win without too much of a fuss (no need to ask for political asylum). Now Romania might try to ask for your extradition, but Vanuatu doesn't have to honor it. And often they decide to just not give up a citizen out to another country.
Don't know why he "cheaped" out of the escape route though. If he got on the plane to Vanuatu he could've gotten away fine.

No, he has not been arrested. He got a fine and got his drivers license revoked for a measly 120 days.

The law was applied fairly. Once you are caught speeding with 70 kmh over the limit you have your driving license suspended.

(4) constitutes a contravention and is sanctioned with the fine provided in the fourth class and with the application of the complementary sanction of the suspension of the right to drive for a period of 120 days the commission by the driver or agricultural or forestry tractor of the following facts:
a) exceeding by more than 70 km/h of the maximum speed allowed on the respective road sector and for the category of which the driving vehicle is part, ascertain, according to the law, with metrologically approved and verified technical means;

I am sure you will find that it is only illegal if you don't have the money to pay the bribes. Saudi has been pay for play for years now.
