You don't have to sell drugs to be a drug trafficker. Sale and distribution are separate actions that constitute trafficking, as are cultivation and manufacturing. If I offered you my cocaine, I am now a distributor and a trafficker. If you hand me 50$ for the drug i would be a seller, distributor and a trafficker.
