28 days in jail is something that can be moved into the future if they consider that he was a good boy. And then in future after 5 years he won't have to do it.

But if he fails probation my understanding is that he can get actual penalties like proper prison time.

The Probation Officer and the judge will attempt to get him into line in different ways. He will be punished in progressively worse ways for not complying with probation. They could threaten him with more jail time, increased drug testing or just about anything reasonable they want to do.

And if he gets totally and hopelessly off the rails and will not cooperate with them at all, the ultimate final threat is to impose the original sentence on him which would involve actual prison. But its the last resort.
