For those interested in data on PSRIs on the topic of "do judges follow presentence investigation recommendations?", there's not a lot. There have been studies in Connecticut, Nevada, California, and federal sentences. In each case, 1) judges generally followed the recommendation; 2) when judges departed from the recommendation, it was usually upwards.

(Unsurprisingly, the motivation for the research was to determine if race was a factor. It appears to be the case, but not as bad as many like BLM believe.)
