I believe Amber dangles these deeds over people's head, as seen in the screenshot. In the stream the takeaway is about the latter you mentioned. It wasn't about Destiny not getting enough money, but rather Amber using a gift (a measly one at that) and trying to manipulative Dusty with it.

Another ETA, sorry I'm being annoying. About Destiny being 19 when they got together, when Amber was 25, and yet Destiny is the one who worked and supported her. I remember when they needed money, Destiny was the one who pawned her things (not Amber and her ipod or Gameboy) Amber even sat her fat ass in the car talking to her phone while Destiny went to pawn her stuff.
