Trump is making it very clear to Roberts if the Judicial house doesnt get in order he will break the judiciary. Trump and Vances X messages were clear warnings.

The concept of cutting funding for states based on federal mandates and target goals is a well tested process. It’s why we have many laws that reflect the same thing across many states in particular road laws and driver’s licenses.

Federal funding intrinsically comes attached with federal conditions (don't even get me started on how the Fed enables Congress to do an end-run around federalism). The existence of federal primary ed funding at all is what constitutes the overreach, not the fact that it comes with conditions.
