The 15% number commonly posted online seems to go back to a psychiatrist named Dwight Smith who delivered a report at the American Psychiatric Association's annual meeting in 2010. I can't find the actual report, and most news articles don't give details about drug type and testing methodology. The one that kind of does suggests this is about "common immunoassay drug screens" (piss tests) and opiates. Also, the 15% is the upper bound for false negatives, false positives are only 5-10%.

One of the articles also contains this remarkable line:

Fellow researcher Petros Levounis of the Addictition Institute of New York also added, "cocaine is cocaine -- you don't get many false positives or false negatives."

I can't find anything about the 1 in 5 children claim, but this study with a large hospital sample only had 2% of black and less than 1% of white children test positive for cocaine.
