One of my personal favorites is a small-ish municipality about half an hour away from me, and an interstate and state highway cross directly though it. Their scam is fantastic, see, if you're caught with drugs in your car on a stop, they will give you the option of being charged with the state charge of PCDS, which obviously carries a risk of jail time, or they will offer a citation for violating the city ordinance against PCDS. The municipal citation carries no jail time, but is a whopping $1800 cash only. It's honestly a genius racket. Whoever came up with it should be shot.
