No need to waste time figuring out if F-16s can operate from dirt runways. Ukraine has many highways which can function as runways for aircraft. Russia can't bomb every length of straight highway throughout Ukraine. On top of that the American military has been using a system of metal planking to create temporary/makeshift runways call martson matting since ww2. Nothing stopping the US military from sending its modern version to Ukraine. Ukraine will still have the problem of being the mole in a game of whack of mole, but any planes is better than no planes.

The only reason to base Ukraine aircraft out of Poland is to provoke a military response from Russia and expand the war to all of eastern europe.

Imagine russian road. Now imagine a russian road that hasn't been maintained for 2 winters. Now imagine a russian road that wasn't maintained for 2 winters that has ~20 ton vehicles running up and down on it all year around. This is the quality of most ukrainian highways right now. I doubt a duster can take off of that.

Theres two thing stopping them actually.
1) Lack of trained personnel to deploy the runway.
2) Drone and satellite surveillance. By the time you reached the point of deployment, your enemy already aimed their artillery on you.
