I'd say it counts in late high school when you're applying to college. Other than that, Honor Roll doesn't count.

On the other hand, a terror attack like this can motivate a population into gung ho patriotism.
This could have an unintended effect of driving up recruitment and retention, and motivation for production.
Previously the Ukraine was a far away vanity war, now there is a credible threat from internal enemies.

Always kind of has been. I would argue that the FSB has a much harder job than say the FBI in terms of terror threats because they share multiple, huge land borders with varying types of sand niggers. Just internally itself the only reason the Caucasus area hasn’t given them too much trouble lately is because Putin installed a brutal warlord to keep the other barbarians in check. This is much more difficult to defend against than “white racists” that never seem to carry out any attacks in the US for some reason.
