Sean needs to stop sperging about "resident vs domiciliary" because, at least according to a cursory internet search, he appears to be wrong.

I must assume that Serbia (or any other country) won't allow permanent residency unless you have a valid tax address there. No country will let you hang around and not charge you taxes. So it's safe to assume Null does have a tax home in a foreign country.

In contrast, most of the definitions of domicile are something like this:

So saying Null is a domiciliary of Florida seems to be the correct terminology.
Null isn't a LPR of anywhere, he lives his life on tourist visas, that's why he has to make weird moves all the time. He's said as much a few times.

If I were in his position, I would choose a location that is rural, difficult to access and doesn't charge people for shooting intruders. Buy a property that has only one, treacherous access road and enough land to garden and have chickens. .Then I would build a fence that includes the driveway. Hook up the Starlink and he is all set. Of all of the locations that meet that criteria, only one is affordable enough to buy with cash, Appalachia. Tennessee, Kentucky, West Virginia.

Not without giving up his US citizenship and subjectling himself to EU legislation, which he doesn't want to do. Nobody's going to get in trouble for filing before the deadline, whether it's because it was legitimately difficult to draft whatever it is or for gamesmanship reasons. If a party feels the other side is being needlessly dilatory or exploiting the deadline to gain an unfair collateral advantage, they can file a motion to shorten the deadline, or the judge also has discretion to shorten timetables if he calls shenanigans.

Otherwise, it's your duty to achieve the optimal outcome for the client and you need not exceed the strict requirements of the rules if that would be less advantageous.

Serbia is negotiating to join the EU, and has been since 2012 or so, but it's slow. Mostly because of not accepting Kosovo's independence and being close to Russia. The last one really isn't to our advantage right now.

I don't know how long he has been in Serbia, or if he's still there but he definitely didn't just move to Serbia, he has went between countries in the past, he has to, its part of the tourist visa abuse.
