Can confirm. A lot of artists won't touch up someone else's tattoo unless it is to black it out or radically change it to something else. It's considered to be in poor taste to touch up someone else's work due to not being able to tell which artist did what and how much each one contributed to the final piece. There are tons of artists out there that are scummy and unethical and they will gladly take money for anything, so it's not an impossibility to get it touched up by someone else. You're just not going to find anyone with a notable reputation to do so.

Leaving a piece unfinished, when the customer wants the full tattoo done, is another HUGE red flag for that artist. That's insane that they would do something like that and not have some kind of immediate follow-up, but fly-by-night tattoo convention artists don't strike me as very credible in the first place. Most credible convention artists will schedule a session to finish outside of the convention if such a thing occurs.
