The simplest and most obvious explanation is usually the correct one, rather than some sordid fantasy. Musk is a semi-autistic billionaire who did really want Twitter to be free but is hitting the brick wall of reality: there is stuff he himself finds offensive (Alex Jones, Kanye West) and other stuff he's under enormous pressure to censor. This Daily Wire tranny mess is a bit of both. He thinks misgendering is rude (but not ban-worthy) and doesn't want to promote it, and probably half his staff is screaming at him to purge those hateful transphobes, to say nothing of constant threats from government regulators. So we get the compromise of limiting but not outright banning the movie.
