Sometimes they do. I know my doctor required me to have the letters in hand at my first appointment so they could submit them to the insurance.

This is just more evidence that Phil wants instant gratification in everything he does and is too fucking lazy to actually work hard and put effort into anything, even when it's something he claims is detrimental to his happiness and wellbeing. It also lends more credence to the assumption that he doesn't actually want to transition and is merely claiming to have gender dysphoria for attention and asspats.
