No. They are not female. The XY condition you refer to, Swyer syndrome, is the very condition that the XY intersex athlete had who won his fight to be considered a female athlete.
Most individuals with Swyer syndrome do not have wombs. Those that do need medical support to maintain the pregnancy.
Without artificial hormones, individuals with Swyer syndrome end up as neuter and never going through puberty. No, I do not count these individuals as female.
I think these conditions you mention are the closest humans can come to being truly intersex and neither being fully male nor female.
I'd have to ask you: what would be the dividing line between "true female with a medical condition" and "true intersex"?
There are medical conditions in individuals that cause low levels of sex hormones, various cancers and things like that, that fuck up normal hormonal development and those hormones need to be supplemented or they won't go through puberty properly. Or there's PCOS, that causes women to have high levels of testosterone. Maybe there's even an argument to be made that some PCOS women shouldn't be competing in sports because of the higher levels of testosterone. Would you regard those as "less female"?
Or hell, there's Turner syndrome, where individuals have only one X chromosome. They have very similar problems to XY females, but they don't even have the Y chromosome to complicate the analysis. Are they "less female" or "true intersex"?
Ultimately, the sex categorization approach you're describing is definitely workable. It's possible to frame things in those terms and have a reasonable system for describing these things.
But it's not really in line with how biology and medicine approaches sex.
Biologically, in mammals (including humans), there are only two sexes, they are a strict binary, and there is no inbetween or switching between the two. (despite what various dangerhair morons think)
The male of a mammalian species is the one that develops towards the production of small, mobile gametes (sperm cells). I say "towards" because that development can be interrupted or incomplete, but we can clearly see which direction they were going.
Likewise females develop towards the production of large, immobile gametes (ovum).
And this isn't just an ego thing. Accurately sexing someone has a lot of health implications. A male or a female with a DSD still has health considerations relating to their sex. DSDs might blur some of the boundaries, but they don't completely erase the significance of sex. No male will need to see a gynecologist, for example.
There's a period of time, in utero, called the masculinization programming window. Basically, during this time, if: 1) the fetus has a functioning SRY gene; 2) it's working and producing enough androgens; 3) its androgen receptors function; then the fetus will be male. Sometimes aspects of this can be messed up, but in pretty much all recorded cases, you can see whether it made it across that line or not.
Thinking about it, probably the most legitimately ambiguous conditions are going to be PAIS, not Swyer syndrome, because they only partially respond to androgens.
And finally, of course, none of this answers the sports question, which is its own, separate issue.

In any case, they're talking about these "women" more than the fact this is one of the few times the sex abuse ring is majority white people. Maybe that's why it wasn't an issue to report it.

Right but even if it doesn't reach male levels, it can still be unfair. If we're talking a severe hormone imbalance, but perhaps not male levels, it can still be a problem ethically.
I don't know if black women have higher levels of testosterone, but from what I've heard, PCOS is particularly high.
But that wasn't the point I was making anyway. I wasn't actually arguing against women with PCOS in sports, I was just making a point that atypical hormone levels don't make someone more or less male or female, because biologically/medically, we don't usually treat sex as a spectrum.
