From the few sources ive spoken to about phil and his ER visits hes basically loud and annoying and always drawing attention to himself. Lying across seating areas and groaning for attention.
Throw in that smell and youve got a perfect recipe for someone who jumps the queue just so you can get them the hell out of there.
Its worth mentioning that hes supposed to have been escorted in by the police on several occasions so that will boost you to the front of the queue so the police can sign you out of their care.
