I am going to point out that a nation cannot surrender to a specific power. That said unless Exball wishes to rearrange deck chairs on the Titanic, Germany is considered to be in Civil Disorder as it's government has collapsed, and the last holdouts in Berlin guard the city against whoever means to take it.

So here's the thing, Italy has more or less been put in a state of ineffectualness anyway, with only 3 territories and a horrible cacophony of pain about to flood over it. So if we dont have someone one week from now, we'll just go forward with them in Disorder. As such I'd like you all to resubmit your orders with the assumption Italy will be seeking to merely hold its territory.

To ensure fairness I've already written the orders down before seeing anything anyone does, and cannot be negotiated with.
