A empire waist (waist gathered right under the breasts) would suit him better. It would be more relaxed over the stomach and help hide those rolls. Anything clingy is hard for anyone not model proportioned to pull off. Positive ease (the amount of extra space in a garment) is the best thing that ever was invented for chubby women. The tights are okay for casual wear, but for a professional event they should be nude or maybe black/navy (only if wearing dark colors) - assuming you wear any all. Thankfully most places have gotten rid of the rules that say professional women must wear panty hose. A more frustrating and pointless garment has yet to be invented. I'd rather wear a tie than panty hose, and I'm positive every other woman would agree with me.
Ankle boots, not hiking boots or sneakers. Ballet flats are acceptable, but professional women often still wear heels as part of their dress code expectations. Giving a talk like that a lot of women would automatically opt for flats because comfort is important. It's hard to keep your train of thought when your feet are throbbing.
