I think that while the trans community on places like Twitter is fairly like a hive-mind, there are still some things on which they can't agree. Like the issues you mentioned. It's like everyone there buys into the fundamentals of the dogma, but on finer points they're divided. And no one wants to lay down an official decision because: 1) doing so would no-doubt be considered oppressive, in some way, and 2) the community is amorphous enough that such points will never likely receive a definitive answer. Thus, you have some saying passing is unnecessary, while others cry that puberty-blockers are. A conspiratorial mind might say this is intentional, but it's more likely that trans-Twitter is too dumb to really stop and think.
