Negotiations began because the RCMP set up checkpoints and wouldn't allow anyone to come to Coutts, nor would they allow food and supplies through. Truckers were successful in convincing the cops to allow food/supplies through but the RCMP tried to make their friends and family walk to Coutts from Milk River, 12 miles away. In the freezing cold.
